It's a nebulous concept. Like a string of events had been set in motion by the powers that be to put Griffith, Guts, Casca, and the hawks at the eclipse. That being said, Griffith didn't have to accept the Godhands offering, and even though Guts was slated to die he lives on. So it's not completely set in stone.
