Already in the '90s Vil Mirzayanaov, a Soviet scientist who had been working with these nerve agents spilled the beans about his work. He subsequently got an asylum in the US. Then in 2007 Mirzayanaov published a book about 'Novichok' nerve agents.

And by coincidence the UK chemical and biological weapons lab DSTL is only a stonethrow away from where the Skripal incident occured.
