Why this seems to mind-meltingly absurd to you is beyond me. This is, in fact, how most people are, they don't give unmerited and unwarranted snobbery or disregard or contempt for absolutely no reason and someone asking to borrow your phone is normal enough, but still potentially risky, so politely declining is what most people will do. If you really needed it, no harm, no foul, we both walk away happy, if you really didn't need it and just wanted to steal, no harm, no foul, I didn't let you have it.
