That is a hard question that I could never quite figure out. I always thought of the town as a sort of purgatory that the haibanes were sent because of when/how they died. and not seeing the lives of the townspeople oustide of their interactions with the haibanes I cannot say for certain. I'll need to research it some more.
I can say that one girl that was fucking with rakka at the shop was a complete cunt
