And the thing with the WTO is that they write the rules for all countries, but if you violate their rules (ex set up a tarriff on one country) all other member countries (everyone but north korea) will boycott you. If you have to deal with an economic predator like China (large power in WTO and UN, gets preferential treatment), you are damned if you fight back, damned if you don't.
