I summon the greater wizzards from /bant/ wishing for a little share of wisdom, please enlighten me.
I remember back in 2010 that anime pictures were almost all of them meh tier, but since a couple of years ago they evolved somehow in a way that they became so cute and/or sexy that they are like candy to my eyes, beating any 3D being, and they came even in a greater quantity and quality ratio, now almost every day there is at least one masterpiece.
So, my question is... how did this happened and when did it started?

Quality is subjective, so maybe the addition of newer and improved tools for artists allowed for them to create pieces that suit your taste more

Looking back on this post I realized that there isn't as much autism in it as I was trying to convey, so here's round #2
In addition to the points I already discussed, there's also the fact that anime studios themselves have been changing, and artists largely attribute their artstyles to the media their inspired by. 90s anime looks completely different from anime today, and so does the fanart.
There's also the fact that anime, and the internet in general, has become much more mainstream since then. Bigger audiences means more people to make art, and better chances for a good artists to be among them.
People could've just improved in that time frame as well. 8 years is a lot of time to improve your work.
As for when this change happened, I don't have an exact date for you, but it probably happened as a gradual change.

this is a long and opinionated blogpost
art tools and art styles improved and evolved. For me, I only started noticing stuff like that when I stumbled upon shadbase in 2013, I think that was also back when the sister site shagbase was up too. I was disgusted and horrified at first, but 14 year old me was also enthralled by it. I used to check it every day after school to see how else shadman would defile the concept of morality. How I stumbled upon it was PowerTrip (nostalgia) which led me to spazkid which led me to newgrounds. iirc powertrip was frontpaged for a long time or some shit like that.
My point is, it got big, got a lot of people into the digital art scene (for the hentai side of it) and then eventually it also leaked out into the non-hentai side of things. People started having an interest in art, and some started drawing and posting their own OC and whatnot. Flash and Photoshop were improving, and so was graphics and performance. Many of those new artists spilled out onto tumblr (like Mike Inel, Saltyicecream, Noill i think is how it was spelt) and developed fanbases of their own, who would get inspired themselves and yadda yadda yadda.
Basically it's like a game of telephone but instead of the picture getting more fuzzy it gets clearer for each generation.

I know it is subjective but my point is that it feels like they found some magical recipe on how to make their pics very appealing at the same time, it's kinda suspicious.

To answer your question you must first understand what you have to do to use your computer for making art.

You see back in the days if you wanted to be a digital artist, you had 2 choices: Photoshop and Painter. 2 equally bloated, preposterously expensive, buggy, slow, laggy and generally useless piece of shit programs that required a $5 000 PC to run. It was hopeless and back then it was accepted that if you wanted to be an artist, you just needed shitloads of money and your entire life basically had to be dedicated to this one thing. Every 2 years, you needed to come up with $1 000 to afford the new version of Photoshop which also needed a brand new high end PC since it became more demanding with each iteration.

And it was terrible. The sheer resources needed just to run the program meant that the brushes were laggy and choppy and you could never really reproduce your hand's movement onto your screen, so some people would just scan their art and then use the program to filter it and make it more presentable, but that was hopeless too because physical art tools are even more expensive.

One day, a Japanese dude realized the sheer mental retardation of all this and decided to create his own drawing program that would forever make the other two utterly obsolete. The whole thing was 2 megabytes and it could run on Windows 98. He called it SAI and released it to the general public in 2008. It costs you 50 dollars and then you got a lifetime of updates for free.

It is so accessible that pretty much everyone who wants to be an artist can own it, and it's basically this that has made art so good in the last few years. So many people have access to such a high quality program that it's like a billion monkeys on a billion typewriters. Out of all the billions of people making art on SAI, some of it at least HAS to be good.
