I wouldn't meter out punishment without being certain of the facts and guilt of the other party. Maybe the person who parked the car there isn't the owner of the car? Then who are you getting revenge against?
This is why in civilized societies we have trials, where evidence is presented, and accused get a chance to defend themselves, before a punishment is administered.
Towing is ok, if sign is posted, because the tow truck only moves the car, and then holds it for safe keeping until the owner recovers it.
