The definition of intelligence depends on the problem you're trying to solve.
We don't have artificial General intelligence but we do have a form of ai that's more primitive.
Still, the underlying principles and the function is the same so a "thought" by an AGI and some crap you stuff into your phone to analyze a face are driven by the same thing. That is a mechanical structure, actuated by electricity.
The electricity is just a motivator, it isn't the actual thought. If it was, we'd have to be circulating the same impulse through our brain endlessly to have a coherent consciousness and that doesn't make any sense.
Unless of course consciousness is just an illusion of stored information and whatnot but then you're getting into philosophical issues which we can't test. At least not yet.
Anyway, from what you're saying it sounds like your idea of electricity in the brain functions like some metaphysical entity like a soul.
