In the US, they don't see fair at all and your chances of getting in are dependent on what ethnicity you are. If you are Jewish or Black, well you have a much easier time getting into a good school.
If this graph looks confusing, it is a little complex. The left is adjusted for straight population. The right is adjusted for high performing students (high test scores and GPAs, National Merit Scholars). So, if you are an Asian applying to Brown, it looks like there are half as many Asians at Brown than one would expect given how smart Asians are. For whites it is even worse.
