Oftentimes, you will have a producer, studio head, or publisher representative exert influence and reign things in. I acknowledge this, of course. Yet even these kinds of people can exercise discretion, and they too have their own motives.
You're pretending that every decision involved in the production of a work is motivated by profit and nothing else. That's impossible. The only reasonable stance is that economic motives, political motives, and artistic motives all play a role. And the balance between these motives will vary from company to company.
