If I recal correctly from the current five year plan. China is currently trying to give an extra paycheck to their middle class to stimulate their economy, dicating where people can live by providing homes/evicting them, and using massive government spending projects to build massive public transportation systems.
You can measure how socialist/capitalist a system is by what they do. Almost no system is pure either.
