It's tight at the top, but loose at the bottom, which suggests that the fat on it is sagging while the muscle keeps the rest of it firm, instead of the fat being well-distributed throughout the ass

looks like it's mostly fat, not a lot of muscle. What else is there to say? You can tell by how sparse the top of the ass is. There's not much there, because there's no muscle at the top of the glute for the fat to build off of and give it a good curve to sit on and hang off of, so it all sinks down
