me and my players have determined it to mean lawful actively tries to uphold laws, chaotic actively tries to break them; 'good' makes an active attempt to have ethical standards and morals, while 'evil' goes out of their way to cause suffering
by that true neutral just ends up meaning they couldn't care less about the law but aren't trying to rebel against it and aren't particularly concerned how their actions impact others
