The thing is, south Russia (and Ukraine) are choke packed with sunflowers. That's why people use sunflower oil almost exclusively.
USSR was poor as fuck. Plenty hicks too. So they ate these seeds because had nothing better. City people rarely do that, unless they moved from the countryside.
Now, they do this mostly out of habit. It became part of culture. Just like adidas, there is better clothing available now, but people still wear it.
