1. In any war, if a country doesn't get fully annexed, but is defeated or really wants peace, it will have to agree to any terms the opposing nation gives to them, this includes war reparations. The term is quite misleading, I believe it should be renamed to post-war payments, since even the aggressor can demand payments and it's not really reparations.
2. Finland joined the Axis in the Continuation War and surrounded Leningrad, starving literal millions, having them resort to eating rats and pets. Maybe that's where the "reparation" part comes from.
>Russia instigated everything. I personally think it's Gernamy's fault. Giving the thumbs up to Stalin of Finland belonging to the Soviet Union when the Molotov Ribbentrop pact was singed. Even when Finland was in Germany's strategic interest. If Germany would say "na" no Finnish annexation, Germany could've stepped in and scared off the Soviets from attacking. Or it could've caused an early World War, who knows. That's just my opinion though.
