First, Net neutrality still has to be aproved by the american congress and, since it appears Ashit Pai is as corrupt as Rupert Murdock there are still possibilities that the law will not pass.
Secondly, for us eurofags the "directive" has to be aproved by the european parliament latter this year. The european parliament is by far the EU intitution that is most affected by public pressure so, with a bit of luck and a few thousand emails and calls the law (directive or whatever) it wont be approved.
Hopefully no one will have to leave. There are still chances.
