With the internet, their reach is global and the normalisation accelerated, its no longer contained in the big cities as the same mass effect of faggotry becoming an appeal to switch is open to everyone, even people alone in the middle of nowhere in some village.
Social media isnt a post 90s thing in of itself, its a middle stage internet thing. People went from posting and thinking things they couldnt talk about anywhere else, to posting and thinking things they thought other people want to hear, internet likes and upvotes triggering the bits of their brain that told people they werent lonely failures.
