If we had no regulation the war would be over within a couple years, restrictions act as a way to make war less impactful and less scary. War makes a lot of money, and if countries have their citizens' full support, they will continue to go to war with minimal losses unless facing a guerilla force, and even then they pussyfoot around trying to limit civilian casualties.
Regulating war is dumb and pointless lol, Ahab isn't going to think twice before lighting you up with hollow point rounds and gassing you and civilian hostages.
