The congress is still gonna be filled with non-socdem congresspeople who will serve to counter many of his more "extreme" plans.
The congress, believe it or not, has more power than the president in a democratic republic like Mexico, and you'll probably not see everything that the president called for to happen unless the two powers' interests were to be perfectly aligned.
