Personally I believe fetishes originate form the subconscious mind as something you lacked or something you wanted to have but were ashamed of publicly accepting, in case of "white people" as you claim it could be associated with the environment the were brought up in, imagine this case:
As a child you were instructed with a strict decorum that one must not wear dirty cloths, upon reaching puberty ones rebellious phase compels one to well, rebel and as a moral dilemma the addrellin rush along with the feeling of forbidden fantasy, the endorphin ( pleasure) release causes one to be hooked on the the feeling of doing a certain something, a guilty pleasure if you may. Such feeling is similar to what one experience while indulging in self pleasure (masturbation/sex) making the brain associate both the thing, lo and behold a fetish is made.
So logic dictates it's not really a racial thing but rather a upbringing thing.
