It was both. The crowd eventually thinned when they all got moving. The river also has wider stretches at points so there was more room to just chill. Not my video, but this shows how it was towards the less crowded parts.

Yeah. It would be so much better for everyone if they made it possible for the event to be official. Would be a lot of revenue for the city and less garbage if there was an official cleaning crew etc.
