Like you said now that the russians are allies it's going to delay their ascend but a lot of other countries already invest so hard in china that they will not it fail.
About the the military, those are bold moves are completely changing their results in these recent years, I don't know how long can USA keep maintaining their powers over military forces with the crescent disapproval of the general population.
Also, China is investing everything it got to make a tech change and become a more specialized country. They have long ways to go but with the incentives and their government protectionism policies gives to those sectors, it's only a matter of time before they start putting pressure on their neighbors economies.
