The reason is a manifold, it's partially socioeconomic factors, it just makes economic sense for kids to stay living at home, save money on rent and have less expenses while still in education, or save up when already working. Some people only move out once they get married/start a family of their own.
For this reason, it also seems to be more prevalent in less economically successful countries (compare SE with Scandinavia).
Another reason is the different housing situations; having a multi-storey house with each storey (and a separate "flat") belonging to one generation is something more normal in the south, but also in places like Austria/Germany (don't know about other WE countries). So the grandparents would get the ground floor, parents would get the 1st floor/2nd floor, and the kids would get the upper floor, or something similar to that. Again, economically sensible, and has other syngergy effects (grandparents can assists in childcare, are not left alone, etc.). So, not moving out is also connotated with totally different things (think not "basement dweller", but "multi-generational household").
