What other countries do, mainly the Europeans is pay a premium which essentially entails giving your military access to theirs and to multiple bases. The entirety of NATO exists as a front for the United States to inch closer and closer to ideological foes, and the relationship is entirely beneficial to the United States, which is why nobody but the new reality star turned President has had a problem with it.
