Throw a rock, the laws of physics do their work. Provide a mind with stimuli, the laws of physics do their work. Minds are incredibly complicated things that create an illusion of randomness or free will, but everything comes down to science in the end. Everything in the universe, including complex life, is just a series of chemical reactions. If you could somehow create two identical minds and provide them with perfectly identical stimuli, their reactions would be the same.
