No, the General who is overseeing the Empire's presence in Skyrim is also under the Aldmeri's thumb. Long story short, The Empire is puppet for the Aldmeri and the Stormcloaks are unironically supported by the Aldmeri like >>6411671 said.

Childhood is idolizing the Stormcloaks and their rebellion, Adulthood is realizing the Empire makes more sense.

White Gold Concordact was signed after the imperials winning back their capital, Hammerfell is still fighting against the Aldemeri. The Aldemeri would have to cross all of Cyrodil to invade a cold boreal landscape which High Elves are weak to. Its very likely that Cyrodil would even allow an elf army to pass through. The most we've seen are some Justicar agents and envoys but no army. Skyrim wouldnt be easy to invade from the sea either
