The filter thing has only been approved for big platforms, like Google, Faceberg, not for small sites.

Also, this is not a final decision, it's just a vote in the parliament. Next there will be negotiations in the council with governments so they can reach a final form to vote on next year. So the final form may be a lil different next year.
After it's adopted, each country will decide how they want to implement it, because this is a directive, so it's just a declaration of general principles, it's not a detailed law.
