If you actually look at the net weight of different brands of crisps, they're usually about the same.
If they completely filled the bag, it would be heavier and so they'd have to charge more for it.
If they made the bag smaller, the crisps would all pressed up against one another and the chances of them breaking into little pieces before you even get to buy them would be a lot higher. And who wants to eat crisps that have broen up into pieces the size of your fingernails?
