2-that quote is mistranslated and has misconceptions
ibn khaldun said "ajam" which means foreigner and while it does apply to Persians it's not limited to them and shouldn't be translated as such
3-by Arabs he meant Bedouins as usual usage of the word pre 1900s arab nationalism that tried to unite all west asia and north africa as "arabs'
4- ibn khaldun focused on grammar and jurists, who do have a large presence of Persian "scientists", largly because arabs aren't interested in learning their native toungue because .....it's their native toungue.....
neglecting other fields that he wasn't interested in like math,physics and other fields
