That's the whole point they're just a public face for PR. Last time ours had a serious spat with his ministers the best thing he could do is step down from his throne as a moral objection, wait until the ministers passed the bill he didn't like, then take up his throne again. It's a good system because it gives us a representative face for our country but he's less likely to fuck everything over. Like your presidents.
