I mean, look at Syria for example, the SAA/Russians focused on liberating roads to improve their logistics, and during the past few years, they cleared out rebel pockets that were blocking roads or sitting right on logistical hubs.
Better road network = better logistics = better capabilities to move large amounts of men & firepower in a shorter time = better chance of winning a war of attrition = better chance for victory.
