it's sorta hit or miss, huh. Most use it because it is a common expression used across the web (i.e. the WORLD WIDE WEB), so many people are exposed to U.S. expressions.

I suppose that's true, but it still feels odd. Especially when you see peoples' texts who don't even speak english, or even use a different writing system, like you see sometimes Japanese comments with "lol" thrown in there. Just weird.

I like to think of it as the trend behind "OK"
It's clearly an English phenomenon (19th century trend that used mispelled acronyms for fun - "Oll Korrect"). The trent becomes popular in English, then because English is a global language it becomes a borrowed term in other languages.
