Then use gloves to handle the tarp/whatever and obtain old paint from a source other than a store.
Also obtain two bike locks (not chains).
Find a good bridge that has high traffic areas.
Never touch the material or leave DNA on it, use gloves and store it in unused trash bags, etc.
Map your route with gmaps or similar to make sure there are no cameras on your route, (traffic, store, school, business cameras included).
Best time would be a Monday morning before the news cycle and preferably near intl airports. (NY, FL, TX, WA, CA, etc)
If you can obtain a car that isn't yours then do so but don't rent one. Remove the license plate and replace it with one of the "newly bought" placards you've printed that matches a local dealership. Park down the street from the bridge and walk to it (wearing hoodies/etc) bike locks ready to go.
Set one side down and walk the 6-10 feet to the other side of the sign, loop the lock through the concrete/chains/fence and lock it, do the same on the other side and then toss the sign over and start walking back.
Drive your vehicle a couple blocks and reattach your plate/change your shirt and drive out making sure to stick to the route avoiding cameras.
