Not by creating new laws all the time and limiting people's freedom but listening and solving problems a community has. I was in a small village in Germany lately and a few of the streets there really need some restoration. And regulations on businesses are required too. Especially if they impose negative impact on the people.
If it's about bad working conditions, they shouldn't intervene directly by controlling companies harder and restricting their ways of handling workers. There are better ways like boosting startups in these markets and rewarding companies for good working conditions.
And currently I even think they are taxing big monopolies way too less.
