Why does the UK have the lowest alcohol recommended guidelines compared to the rest of other first world countries?

You recon this is just to discourage the use of anti social behaviour from drunken slags and chads at the weekend?
What makes British "Scientists" more educated on this matter? I think following the US guidelines seems more realistic.
