A tiger for a lower body would be more flexible but the penis size may be smaller (I don't know for certain but my guess is that the horse would have the bigger penis size) while a horse for a lower body would have a larger penis size but less flexibility due to having a more rigid spine and longer legs. For optimal sex you'd be looking for both penis size and body flexibility, but with a horse and a tiger being so different it's a bit of a trade off depending on which is chosen.
