i need to edit a video, and it's all nice and good except how pixelated and smeared it looks
i am shit at editing, so i don't even know what i'm doing wrong
the software is corel videostudio (but some garbage free version)

Well that might be the root of the problem but since I'm not familiar with the program I can't say.
Is the original footage any good? Did you compress the video too much?

What fileformat did is the original footage in and what format did you export it out as?
And could you explain in greater detail exactly what the problem was?

the original is mp4, and the exported version was also in mp4 and in mpeg-4
whenever i play the video in its entirety (still in the editor), it spazzes out and gets really pixelated. When I pause it or play just one clip at a time, the problem disappears.

Well first MP4 to MP4 is like jpeg to jpeg, the compretion gets stacked and makes it look worse, shit goes in shit comes out.
But I've never seen a problem like that. Worse scenario might be that their is something wrong with the computer but that is the worse scenario.

I'd recommend starting a new project and importing some new footage, then see how far you get with the new footage before it starts looking funky and hopefully you can identify the problem.
