Like the USA is a massive country, there's never been a country that large ruled by consensus (i.e. democracy) the problem about consensus is once you get too many people involved in consensus making you end up with compromises that NOBODY likes.
I reckon Australia's Capital City is a great example of this, it's the most bland, boring, personality-lacking thing ever because it was built for everyone and thus built for no one. That probably explains why American Pop-stars and celebrities are all so vapid nowadays, because they need to be so bland that they become lowest common denominator.
How this applies to America as a administration is that you have two parties who have to create nonsense talking points (emails... 'trump universities') that literally have no tangible affect on the voters from Cali to Maine, Washington to Florida.
Just like India where to appease to a billion people, you end up with this nonsense bureaucracy and haphazard alliances that only benefit the power-brokers and not your average Pajeet.
Russians will argue the Tsar solved this problem with Autocracy.
Commies will say China is the shining light of why democracy and autocracy doesn't work, but single-party consensus does.
