What does the following sentence mean?

>Present your booking confirmation on site up to 1 hour before the start of the show to get your tickets

Does it mean I can't come later than one hour before the start of the show or else they give my tickets away?

Or does it mean the earliest that I can get my tickets is one hour before the show starts?
