I don't know much about jobs in IT because it's not my area but the city I'm going to live next year, São José dos Campos is in São Paulo and it's called the brazillian silicon valley. That city has one of the best universities of the world (ITA), you can try to do a postgraduation there while you discover things about here, they pay you to study.
