The game might be made from browser plugin which modifies page content (i dont know if it works on 4chan, or one can modify the page enough to have something like an overlayed minigame screen) or from external server (like the boss raid).

An interested dev has access to id, flag, date, time, poster name, poster comment, pic filename and dimensions, reply count, unique ip count, and others.

With above access, you can suggest features like - players can input commands in comments using distinct format say "difficulty@noob" which sets difficulty to noob, and so on.
