My grandparents (from both parents) practically have 2 houses 1 old as fuck literally 3 rooms and a kitchen (traditionally build) and one new house built after revolution.
They pay taxes and ensurance on both of them separately, plenty of such cases majority of the ones in their villages are like that
But true some areas of Romania are 0 on infrastructure or are gypsy villages
