Rape and other war crimes are absolutely out of the question. If we want to make it out of this shithole of a city we're going to need a lot of manpower, and a ton of brainwashing.
First task for the day will be rounding up all the remaining civilians and reassure them on their safety. If possible even give them the chance of burying their dead. If we can get some cameras from international press, even better.
For the next part of the day, my cell would be divided into several teams that would take care of securing all the positions, each of the teams getting some civilians with them (always less civilians than members of the team, and obviously unarmed). The objective of this is to create bonds between civilians and fighters.
Eventually try to find the best sweet-talking sociopaths within my team and send them in the special mission of making most of the civilians believe that we are in their side, and that we are no more than freedom fighters.
By this point, if the government hasn't bombed this place to oblivion, it's because of the civilians. They will not attack yet, but the civilians don't need to know about it. A little theater will be made. If there was a battle in the city, there must be corpses of the defenders, and thus, uniforms. Some members of the cell will impersonate members of the army making an offensive. They will open fire on one of our own cells, but aiming almost purely at the civilians. It will be secretly recorded, and whatever civilians survive will be treated if needed. It will be known that the "government" has opened fire upon civilians, antagonizing them and adding probably some recruits upon our files.
Eventually the government will attack for real. When this happens, everyone capable of using a gun will defend...
