There isn't any culture about being freinds with neighbours desu, rather opposite is true. Nobody would really care who you are.
Our land laws are pretty wierd and just buying some might not be easy since most of the land belongs to municipality and distributed by city planners. It doesn't cost too much here, but its probably expensive in central russia, and probably astronomical around DC/DC2.
Just to give you a better understanding what this town actually looks like. There is practically no private owned housing here.
