look, my point doesn't even have much to do with the movie per se, or Alita at all. it's just this effect. but it's creepy as all fuck to look at. and given that the main heroine looks this way, who's the center of the movie, it's a big deal.
I'm all for sticking true to the source, especially in Japanese franchises. But every artist will tell you that big eyes on normal face will look weird as hell.
