Why are there almost no players playing this online? You can play online even with the pirate version. (it has to be the 1.0.7.0 version)

Just download "citizenmp: iv" and start playing

There are way more online San Andreas players than GTA 4

because most people that play SA MP are from poor countries and they play it because they can't afford a PC that could run GTA V. GTA IV has very shitty optimization, and its harder to run than GTA V.
Also because nobody plays GTA IV Online there are no active servers and no good plugins
