holding those fragments in her bare hands is probably not the real issue.
it is the risk of a microscopic piece crumbling off and being breathed in or ingested that she should be concerned about.

The thing you talk about is alpharadiation. It can be blocked by the skin or a piece of paper, but if you ingest it via air or food it fucks you up harder then the other types. Then there is beta radiation. It can penetrate your skin for a few centimeters and is still pretty destructive. Then there is gamma radiation. You cant really block it comeplety if you arent behind meters and mether of concrete. It just goes through your entire body and kicks out little pieces of your DNA. So if the fuel rod was only sending out alpharadiation she could bath in this shit, but since its sending out all three kinds of radiation she is fucked just standing next to it for too long.
