So bill C-16 adds a new category of protected class under the existing hate speech legislation, namely, "gender identity." What this means is that the already narrow hate speech laws in the Criminal Code will now also include "hate speech" against trans people.
This isn't nearly so big a deal as people make it out to be, however. Hate speech laws are already extremely narrow and have been construed as such by the Supreme Court of Canada. There are a bunch of "outs" built into the wording of the Criminal Code already, such as you can't be convicted if you were speaking in "good faith" and expressing matters of fact, or conscientiously believe them to be matters of fact. Moreover it really only applies to situations where you are actually advocating real hatred against the group of people, not eye-rolling and calling them snowflakes, but like genocidal hatred.
So yeah it's pretty unlikely to ever matter. So why are the Liberals doing it? Simply because they want to virtue signal about how progressive and liberal they are. It's the legislative equivalent of Justin Trudeau putting on a pink shirt and high-fiving homos at Pride.
