Bullying is a bad thing and most people suffer from it, but discouraging it or trying to prevent it always benefits the bullies. I've seen both sides (both as a "victim" and as a perp), and whenever people from outside would interfere, no matter whether they were teachers, parents or simple passers by, they would always blame the victim.
Most extreme example I have was when three guys ambushed me after school in 6th grade: since it was obvious that they were looking for a fight and that I'd have no way to get out, I struck first, smashing my bicycle into one of them, then targeted the weakest one, taking hm down and pounding him until the other two managed to take me down. A teacher saw the whole thing from a window. End result was that I got into trouble for pounding that one guy after he was down to the point where he got hospitalized and using my bike as a weapon as that was "excessive", while the three attackers did not get into trouble at all despite ganging up. They never dared to mess with me again afterwards though and I actually had some peace and quiet for two years while the rumours of the fight were still being spread.
plus it got me some respect with the turks, which helped me quite a lot some years later.
