1) Your system has to come both ways, be all-encompassing, be foolproof. Why? Imagine if (((they))) used it for their own purposes. First, no nigger would ever be affected by it. Second, they'd start a nationwide company that, say, gun owners are violent. Or start putting down "white supremacists". And it'd be constitutional.
You think they wouldn't? Soviets used psychiatry to forcibly treat "mentally ill", those who opposed them. And it was technically legal, so when you accused them of being inhumane they'd say "dindu nuffins". I don't think you want a potential of this kind of dystopia in US.
2) Even the most subhuman humans are still (considered) conscious beings. They have to obey law, can be put on trial and held responsible for their actions, put to jail. Animals—not so much. They can't be reasoned with no matter what.
